Ulice Payne, Jr. Managing Member
of Addison-Clifton, LLC, an advisor regarding global trade compliance solutions
(www.addison-clifton.com). Mr.
Payne is responsible for the day-to-day operations. He previously served as the
Managing Partner of the headquarter office of the Foley & Lardner LLP law firm and
also served as Chair of the International Business Team at the firm where he
represented global and domestic companies in cross-border transactions.
He is a member and past-Chair of the U.S.
Department of Commerce--Wisconsin District Export Council. Mr. Payne is Co-Chair
of the China Business Council of the Metropolitan Milwaukee Association of Commerce.
He is past-Chair of the Customs Law Committee of the Section of International Law and Practice of the American
Bar Association. Mr. Payne is a
member of the Wisconsin Bar Association and past-Chair of the International
Section. He also served as Wisconsin Commissioner of Securities from 1985-1987.
Mr. Payne received his Bachelor of Science degree
in Business Administration from Marquette
University in 1978 and his Juris
Doctor degree from Marquette
University Law
School in 1982. He
studied in the Masters of Law program at the University of London, England from
1986-1988. Mr. Payne received an Honorary Doctor of Laws degree from Marian
College of Fond du Lac, Wisconsin in 2004.

Wisconsin Energy

Jeffrey J. Albright. Compliance Services
Representative for Addison-Clifton, LLC. Responsibilities include assisting in
the delivery of import and export compliance services. Jeff is working towards a Bachelors

William G. Braier.
Associate Director of Compliance Services for Addison-Clifton, LLC.
Responsibilities include assisting in the delivery
of import and export compliance services.
Mr. Braier is a licensed customs broker who served as the permit
qualifier for UPS Supply Chain Solutions and served as an export compliance
process analyst and foreign trade zone specialist for their large client
accounts from 1999-August 2005.
He is a Certified Customs Specialist (C.C.S.). He
earned his Master of Business Administration degree from the University of
Wisconsin-Milwaukee in 1999.

Emily Jia. Associate--China
Services for Addison-Clifton, LLC. Responsibilities include assisting
in providing analysis for client memoranda regarding cross‑border compliance
issues and co‑developing client seminar topics and Sino trade communiqué while
monitoring trade and compliance developments in China. She also provides liaison
services between the Brookfield office and
various organizations and agencies in the Midwest
to help coordinate Wisconsin-China business and cultural events. She earned an
LLM-MLI degree from the University of Wisconsin Law School in May 2010 and
received her LLM (Corporate and Financial Services Law) degree from the
National University of Singapore Law School in June 2007. Ms. Jia received her
Bachelor of Law degree from Nanjing University Law
School in China in 2006. She served as a
Legal Executive (2007-2009) and Foreign Legal Counsel (2009) in the Singapore
office of Shook Lin & Bok LLP from May 2007-June 2009. Languages: English

Raymond J. Ro. Senior Advisor--China Services for Addison-Clifton, LLC. Responsibilities
include providing advice regarding global distribution and procurement compliance
services in Asia. Dr. Ro received his Juris Doctor degree from
the University of Wisconsin Law School in 2009. Dr. Ro earned his Ph.D. degree in Biomedical Engineering from Drexel University
in Philadelphia, Pennsylvania in 2006. In 2000, Dr. Ro received his B.A. degree with
a double major in Physics (cum laude)
and Biology from Lake Forest College in Lake
Forest, Illinois. He
is admitted to the Wisconsin Bar and the United
States Patent and Trademark Office, and is a member of the Sigma Xi Scientific

Scott Smith. Senior
Advisor--Supply Chain Security for Addison-Clifton, LLC. Responsibilities
include assisting in the delivery of supply-chain security compliance services.
Mr. Smith has served as Executive Vice President of TydenBrammall, a cargo
security firm in Angola, Indiana, and as Export Director for Paragon Electric, a
subsidiary of Siebe, PLC, based in London.
He is the Immediate Past Chairman of the International Cargo Security Council (“ICSC”) (http://www.cargosecurity.com) and has served as Chairman of
the ICSC Seal Committee. Mr. Smith served on the Department of Treasury-Commercial
Operation Advisory Committee (“COAC”) Subcommittee on U.S. Border Security as
an advisor to the Technology Team. He earned his Master of Business
Administration degree from the American Graduate School of International
Management (Thunderbird) in 1985. He earned his Bachelor of Science degree from
the University of

compliance services. Ms. Vair has been a licensed customs broker since 1989 and
served as a senior consultant for Expeditors Tradewin, LLC providing advice
regarding classification valuation, drawback, duty preferences and customs
enforcement proceedings. She earned her Master of Business Administration
degree from the University of Washington in 1995 and her Bachelor of Arts degree, magna cum laude, from Seattle Pacific University

David Wu.
Senior Advisor--China Services for Addison-Clifton, LLC. Responsibilities include

Shanghai Normal University in 1984. He received his undergraduate

he served as Managing Director of the China
office of the Packaging Machinery Manufacturers Institute, based in Arlington, Virginia, for
eight years and was responsible for strategic development and promotion in China. He
worked as a commercial specialist in the U.S. Consulate General in Shanghai from 1990‑2000.
He received his Bachelor of Arts degree in English and Literature from Shanghai International Studies
