ABOUT US

Ulice Payne, Jr.  Managing Member of Addison‑Clifton, LLC, an advisor regarding global trade compliance solutions (www.addison-clifton.com).  Mr. Payne is responsible for the day‑to‑day operations.  He previously served as the Managing Partner of the headquarter office of the Foley & Lardner LLP law firm and also served as Chair of the International Business Team at the firm where he represented global and domestic companies in cross-border transactions.

He is a member and past-Chair of the U.S. Department of Commerce--Wisconsin District Export Council. Mr. Payne is Co-Chair of the China Business Council of the Metropolitan Milwaukee Association of Commerce. He is past-Chair of the Customs Law Committee of the Section of International Law and Practice of the American Bar Association. Mr. Payne is a member of the Wisconsin Bar Association and past-Chair of the International Section. He also served as Wisconsin Commissioner of Securities from 1985-1987.

Mr. Payne received his Bachelor of Science degree in Business Administration from Marquette University in 1978 and his Juris Doctor degree from Marquette University Law School in 1982. He studied in the Masters of Law program at the University of London, England from 1986-1988.Mr. Payne received an Honorary Doctor of Laws degree from Marian College of Fond du Lac, Wisconsin in 2004.

Mr. Payne currently serves on the Board of Directors of ManpowerGroup (NYSE), Northwestern Mutual Life Insurance Company, Wisconsin Energy Corporation (NYSE), National Board of Directors of the YMCA of the USA (Past-Chair) and Metropolitan Milwaukee Association of Commerce (Chair). Evan Bauer. Associate--Trade Compliance Services for Addison-Clifton, LLC. Responsibilities include assisting in the delivery of import and export compliance services with a special focus on classification of dual-use goods and defense articles under the Harmonized Tariff Schedule, the Export Administration Regulations and the International Traffic in Arms Regulations. Evan received his Bachelor of Science degree in Mechanical Engineering from the Milwaukee School of Engineering ("MSOE") in 2012. He worked as a trade compliance intern at Addison-Clifton, LLC during his final year of studies at MSOE. Prior to graduation, Evan was a research assistant in the Rapid Prototyping Center at MSOE and was active in the local and national chapters of the Society of Automotive Engineers. Joyce Chen. Associate--Asia Market Services for Addison-Clifton, LLC. Responsibilities include assisting in providing analysis for client memoranda regarding cross-border compliance issues and monitoring trade and compliance developments in China. She also provides liaison services between the Brookfield office and various organizations and agencies in the Midwest to help coordinate Wisconsin-China business and cultural events. She earned an M.L.I. degree from the University of Wisconsin Law School in May 2012 and received her Bachelor degree in Law from Shanghai University in Shanghai, China in July 2008. Prior to enrolling at the University of Wisconsin Law School, Ms. Chen worked as a legal assistant and junior legal counsel for Air Liquide (China) Holding Co., Ltd. in Shanghai, China. John S. Cianciolo. Senior Advisor--Trade Compliance Services for Addison-Clifton, LLC. Responsibilities include assisting in the delivery of import and export compliance services with a special focus on product certification compliance and classification of dual-use goods and defense articles under the Harmonized Tariff Schedule, the Export Administration Regulations and the International Traffic in Arms Regulations. Before joining Addison-Clifton, LLC, John was a senior application engineer at NABCO Entrances, Inc. where he managed product certification compliance files for Underwriters Laboratory, Canadian Standards Association and TUV Rheinland of North America. As a subcommittee member of ANSI/BHMA, John helped author, publish and teach safety standards for products used throughout North America. John earned his Associate Degree in Architecture from the Milwaukee Area Technical College in 1977. John is the inventor and holder of two patents for the automatic door technologies. He has also worked as a vendor manager for the Wireless Networks Group at Lucent Technologies, Inc. in Naperville, Illinois. Prior to his duties at Lucent Technologies, Inc., Mr. Osborne served as an engineer in the Circuit Design Engineering - Switching Systems at AT&T Network Systems/Bell Labs from 1983-2000. During the summer of 2011, Warren worked as a research and development intern at the Non-Ferrous Materials and Technology Development Centre in Hyderabad, India and at the Rapid Prototyping Center at the Milwaukee School of Engineering.
